Mumbai’s Double-Decker Flyover Nearing Completion by 2026

June 11, 2025: As part of its “Mumbai in Minutes” initiative, the Mumbai Metropolitan Region Development Authority (MMRDA) is accelerating work on a landmark infrastructure upgrade—a double-decker flyover integrated with Metro Line 6, designed to enhance east-west connectivity between Andheri and Vikhroli via the Jogeshwari-Vikhroli Link Road (JVLR) and Powai.

Originally proposed by the Brihanmumbai Municipal Corporation (BMC) to alleviate congestion between Andheri (West) and Jogeshwari (East), the 5.08-kilometre corridor is now being developed by MMRDA for smoother integration with metro infrastructure. Of the total stretch, 0.93 kilometres were already completed by the BMC, while the remaining 4.15 kilometres are being executed in two key phases.

Phase I entails a 2.58-kilometre double-decker flyover—one deck for road traffic, the other for Metro Line 6. Constructed by Delhi Metro Rail Corporation (DMRC) on a deposit basis, this segment is approximately 80% complete, with an estimated cost of ₹3.04 billion.

Phase II includes a 1.55-kilometre single-level flyover with approach ramps and a 120-metre cable-stayed bridge over the Western Express Highway (WEH) and Metro Line 7. Executed by J Kumar Infraprojects at Rs 3.79 billion (excluding GST), this segment is 39% complete.

Challenges include limited working hours on the congested JVLR, coordination with the operational Metro Line 7, and clearance of underground utilities at junctions such as Veera Desai and Pratap Nagar.

MMRDA plans phased openings: Phase I (Infinity Mall to JVLR Junction) is set for December 2025, while Phase II, including the cable-stayed bridge, is due by June 2026.

Once operational, the corridor promises signal-free travel between Andheri and Powai, easing pressure on JVLR and WEH while cutting journey times, fuel consumption, and emissions—aligning with MMRDA’s vision of sustainable urban mobility.
