Sea Link From Uttan To Virar Gets Cheaper By 40%

In a rare move for an infrastructure initiative, the cost of the proposed Uttan-Virar Sea Link (UVSL) has been slashed by nearly 40% instead of escalating due to delays. The reduction follows the removal of certain components and a redesign of the project, as directed by Maharashtra Chief Minister Devendra Fadnavis on Thursday.

Originally estimated at Rs 87,427.17 crore, the Mumbai Metropolitan Region Development Authority (MMRDA) has opted for a financially viable version priced closer to Rs 52,652 crore. The project involves 55.12 km of roadwork—comprising a 24.35-km sea link and 30.77 km of connectors. These include a 9.32-km Uttan connector, a 2.5-km Vasai stretch, and an 18.95-km link to Virar, which also features a 1.2-km tunnel near Arnala Fort.

The revised plan now proposes six lanes on the main sea link, down from the original 10, and four lanes on the connecting ramps. Additionally, the earlier dual-pillar design has been replaced with a single-pillar structure to make the construction more cost-effective and environmentally sustainable. Narrower lane widths will reduce land acquisition and resettlement costs.

This will make the construction more cost-effective and eco-friendly,” read a statement from the Chief Minister’s Office.

To fund the project, MMRDA will raise Rs 37,998 crore through the Japan International Cooperation Agency or other multilateral bodies. The remaining Rs 14,654 crore will be contributed as equity. A revised Detailed Project Report will precede further work, with a Special Purpose Vehicle to be created for implementation.

The UVSL is part of a broader strategy to enhance coastal connectivity across the Mumbai Metropolitan Region, ultimately linking South Mumbai to Vadhavan Port and integrating with national corridors such as the Delhi-Mumbai Industrial Corridor and the Vadodara-Mumbai Expressway.
