Virar–Alibaug Corridor To Cut Travel Time To 90 Minutes, Transforming MMR Connectivity

November 11, 2025: After years of delays, Maharashtra’s long-awaited Virar–Alibaug Multimodal Corridor is finally set to move forward. The massive project, designed to connect the northern and southern ends of the Mumbai Metropolitan Region (MMR), will slash travel time between Virar and Alibaug from over four hours to just 90 minutes.

The state government has cleared the development of the 96.4 km Phase 1 stretch—from Navghar in Palghar district to Balavali in Pen—under the Build-Operate-Transfer (BOT) model. The Maharashtra State Road Development Corporation (MSRDC) will execute the project, while the government will act as guarantor for a HUDCO loan to fund construction.

A total budget of Rs 37,013 crore has been sanctioned, including Rs 22,250 crore for land acquisition and Rs 14,763 crore in interest costs. Land acquisition, already underway, is expected to accelerate with the newly approved funds.

The 126-km multimodal corridor will integrate road and metro networks, linking key transport and industrial hubs across MMR—including the Navi Mumbai International Airport, JNPT, Mumbai–Pune Expressway, Mumbai–Nashik Expressway, and Atal Setu. Its sixth package will play a crucial role by connecting the Delhi–Mumbai Expressway’s JNPT spur to other major routes.

A senior MSRDC official said government approval for the final BOT proposal is expected soon, following which tendering will begin. Under the BOT model, private concessionaires will finance and build the corridor, recover investments through tolls, and later hand over operations to the state.

To expedite progress, the government has also issued a Rs 2,000 crore bank guarantee to fast-track land acquisition. The corridor will be developed in two phases—Phase 1: Navghar to Balavali (96.4 km) and Phase 2: Balavali to Alibaug.

Once operational, the Virar–Alibaug Corridor will emerge as a game-changing infrastructure link, driving growth, mobility, and investment across Maharashtra.
