Mumbai’s Slum Rehabilitation Authority (SRA) has cancelled most slum redevelopment projects that were earlier planned under joint venture arrangements with various government agencies after reviews revealed limited on-ground progress in several schemes. The move impacts 181 out of 228 projects proposed under the joint venture model across Mumbai and parts of the Mumbai Metropolitan Region (MMR).
The projects had originally been planned in collaboration with agencies such as the Brihanmumbai Municipal Corporation, Maharashtra Housing and Area Development Authority, Mumbai Metropolitan Region Development Authority, Maharashtra State Road Development Corporation, CIDCO and MIDC. The joint venture model was introduced around two years ago to accelerate rehabilitation projects on government-owned land and reduce long-standing redevelopment delays.
However, officials found that many projects had failed to progress beyond preliminary stages. Several schemes reportedly lacked biometric surveys, beneficiary verification, feasibility studies and detailed redevelopment planning. SRA Chief Executive Officer Mahindra Kalyankar reportedly stated that numerous projects were not adequately prepared for execution despite earlier announcements.
Authorities also observed that some projects had become financially unviable due to low free-sale potential, high rehabilitation costs and infrastructure limitations in congested areas. As per reports, BMC will continue with 44 of the 77 projects allotted to it, while MHADA will retain only two of its 24 projects. MMRDA will proceed with one of the five projects assigned earlier.
The remaining projects are expected to revert to SRA control and may now be redeveloped through alternative models, including cluster redevelopment. Officials said the affected schemes involve nearly 2.2 lakh slum families across Mumbai and surrounding regions.
The decision highlights the broader challenges facing Mumbai’s slum rehabilitation sector, including funding shortages, approval delays, legal disputes and stalled redevelopment projects. Areas such as Vakola, Golibar, Bandra East and parts of Andheri have witnessed redevelopment delays stretching over several years.
