MMRDA Moves Ahead With Metro Line 14 DPR As Three Firms Enter Technical Evaluation Stage

The Mumbai Metropolitan Region Development Authority (MMRDA) has progressed to the next stage in the consultant selection process for Metro Line 14, with technical bids from three firms now under evaluation as part of the Detailed Project Report (DPR) preparation and revision exercise.

As per tender documents available on the Maharashtra government’s e-procurement portal dated 13 May, the shortlisted bidders include RITES Ltd, SMEC International Pty Ltd, and Tata Consulting Engineers Ltd. These submissions have been formally accepted for technical scrutiny under the ongoing tender process.

The tender, referenced as MMRDA/ML 14/DPR/2026, seeks to appoint specialised consultants for the proposed metro corridor. The selected agency will be responsible for preparing and reviewing the techno-economic feasibility study, revising the DPR, conducting field surveys, and developing detailed project cost estimates.

In addition, the consultant will also handle preparation of bid documents and manage the bidding process required for the execution of the metro project, as per the tender scope.

According to the technical bid opening summary, the proposals have been forwarded for evaluation, with their status updated on 11 May by the designated authority on the official procurement platform.

Metro Line 14 is part of MMRDA’s broader metro expansion strategy aimed at strengthening urban transport connectivity across the Mumbai Metropolitan Region. The authority has been advancing multiple metro corridors in phased stages involving planning, DPR development, and contractor selection to build an integrated mobility network.

The ongoing consultant appointment process is expected to support further technical refinement and financial assessment of the project before it moves toward statutory approvals and construction tenders. DPR preparation typically includes traffic demand forecasting, route alignment studies, engineering design analysis, cost estimation, and implementation planning for large-scale transport infrastructure.

MMRDA continues to rely on the state’s e-procurement system for transparent selection of consultants and contractors across its metro and infrastructure projects. The agency is actively expanding regional connectivity infrastructure to meet rising commuter demand and support long-term urban growth across Mumbai and neighbouring urban centres.
