The Maharashtra Housing and Area Development Authority (MHADA) has clarified that the redevelopment of Motilal Nagar 1, 2 and 3 in Goregaon West will remain entirely under its ownership, supervision and decision-making authority, while the appointed developer, Estateview Developers Private Limited (EDPL) of the Adani Group, will execute the project strictly according to MHADA’s directions and the tender conditions.
To address concerns among residents, MHADA has issued letters to more than 3,500 residents of Motilal Nagar, reaffirming that the authority will retain complete control over the implementation, monitoring and execution of what is regarded as India’s largest redevelopment project.
According to the communication, every stage of the redevelopment will be overseen by MHADA, with EDPL functioning only as the project’s executing agency in line with the contractual terms. The authority has also appealed to residents to extend their cooperation to ensure the successful completion of the redevelopment.
MHADA further assured residents that all eligible occupants will be rehabilitated at their original location in accordance with applicable laws, policies and redevelopment regulations. Along with the letter, the authority has shared the project’s comprehensive master plan, which was first presented to residents in April this year.
Spread across 143 acres in Goregaon West, the Motilal Nagar redevelopment is a brownfield housing project aimed at redeveloping one of Mumbai’s largest residential settlements for low- and middle-income families. The project has an estimated investment of around Rs 1 lakh crore and will include both rehabilitation housing and sale components under MHADA’s cluster redevelopment model.
A key feature of the redevelopment is the proposed “15-minute city” concept, designed to ensure that residents can access essential services within a short distance from their homes. The master plan includes schools, hospitals, clinics, markets, commercial spaces, parks, playgrounds, senior citizen areas, jogging and cycling tracks, gymnasiums and cultural centres within a 15-minute neighbourhood.
The redevelopment plan also seeks to improve open spaces in the area. Considering Mumbai’s limited green cover, nearly 15 acres have been earmarked for parks and landscaped open spaces, creating additional recreational areas for residents.
Through the latest communication, MHADA has sought to reassure residents that it will remain the principal authority responsible for protecting their interests and ensuring the project’s execution in accordance with the approved redevelopment framework.
