The proposed mega rail terminus at Kandivali has suffered a setback after the Ministry of Defence declined to provide a key parcel of land required for the project. The decision is expected to delay plans for the new terminal, which is intended to strengthen Mumbai’s railway infrastructure and ease the burden on the city’s existing long-distance railway stations.
The Kandivali terminus has been planned as an additional rail hub in Mumbai’s western suburbs to improve the distribution of long-distance train services. Currently, major stations including Chhatrapati Shivaji Maharaj Terminus, Mumbai Central, Bandra Terminus and Lokmanya Tilak Terminus handle a large share of passenger traffic, often operating under heavy capacity constraints.
According to the project proposal, the defence land forms an integral part of the planned terminal layout and alignment. With the request for the land being turned down, railway authorities may have to modify the project design, explore alternative land parcels or continue discussions with the concerned agencies to address the requirement. As a result, the project’s implementation timeline is likely to be pushed back.
Securing land remains one of the biggest hurdles for infrastructure projects in Mumbai due to the city’s dense urban development. Large-scale transport projects often require approvals from multiple government departments and land-owning agencies, making the acquisition process lengthy and complex. In cases involving defence land, approvals are subject to additional strategic and operational considerations.
Despite the latest hurdle, the need for additional railway infrastructure in Mumbai continues to grow. Rising population, rapid suburban expansion and increasing demand for long-distance rail travel have highlighted the importance of expanding terminal capacity to improve passenger handling and operational efficiency.
The proposed Kandivali terminus is also expected to support multimodal connectivity by integrating with suburban railway services, Metro corridors, highways and other transport infrastructure across the Mumbai Metropolitan Region. Improved connectivity could help decongest existing railway terminals while offering greater convenience to commuters from the northern and western suburbs.
Officials are expected to evaluate alternative options to keep the project on track. These may include redesigning portions of the terminal, identifying substitute land parcels or holding fresh consultations with the Defence Ministry and other stakeholders to resolve the issue.
Although the Defence Ministry’s decision has created an immediate challenge, the proposed Kandivali rail terminus continues to be viewed as a significant infrastructure project for Mumbai’s future. Authorities are expected to continue exploring solutions to move the project forward while meeting operational and administrative requirements.
