Mumbai’s 22 BEST depots could soon undergo large-scale redevelopment under a Public-Private Partnership (PPP) model, with an estimated project value of around Rs 28,000 crore. The proposal aims to transform the depot properties into mixed-use urban centres while creating a long-term revenue stream for the Brihanmumbai Electric Supply and Transport (BEST) undertaking.
A proposal concerning the redevelopment of the 22 depots was scheduled to be discussed at a special meeting of the Mumbai civic administration. The plan involves developing the depot sites, which together cover approximately 132 acres, as part of an effort to unlock the commercial potential of BEST’s land assets and strengthen the city’s infrastructure.
Under the proposal, 22 of Mumbai’s 27 BEST depots would be taken up for redevelopment. The projects are proposed to follow the Design, Build, Finance, Operate and Transfer (DBFOT) model, while ownership of the land would continue to remain with BEST.
The proposed mixed-use developments are expected to include a combination of urban facilities and commercial components, with the overall objective of generating sustained income for BEST over the long term.
The proposal has already triggered political reactions, with questions being raised about the nature of the proposed developments, the use of BEST’s valuable land parcels and the financial returns that the undertaking could receive.
If approved by BEST, the proposal will subsequently be forwarded to the Brihanmumbai Municipal Corporation (BMC) for consideration. It will then require final approval from the Maharashtra government before implementation can proceed.
The redevelopment plan is being viewed as a major attempt to utilise BEST’s extensive land holdings while supporting Mumbai’s growing infrastructure requirements. However, the proposal is likely to remain under scrutiny as authorities and political stakeholders examine its financial, urban planning and public-transport implications.
The Rs 28,000 crore plan, covering 132 acres across 22 depot sites, could therefore become one of Mumbai’s significant public-private urban redevelopment initiatives, provided it receives the necessary approvals.
