The Mumbai Metropolitan Region Development Authority (MMRDA) has imposed a Rs 25 lakh penalty on the contractor responsible for demolishing an unsafe building following a crane accident during the work. The authority has also directed the contractor to cover medical expenses of those injured and compensate for damaged hutments and vehicles.
The building involved in the incident was constructed in 2005 by HDIL (Housing Development and Infrastructure Ltd.) under a Slum Rehabilitation Authority (SRA) scheme. The RCC residential structure consisted of a ground floor and 16 upper floors, with six wings and around 500 residential tenements.
However, the project was never completed and the building remained unoccupied. After the developer faced financial difficulties and subsequently went into bankruptcy, the SRA transferred the incomplete structure to MMRDA on an “as-is-where-is” basis.
Structural Audit Declared Building Unsafe
Given the building’s age, incomplete construction and structural condition, MMRDA commissioned a structural audit in 2021. The assessment found that the building was not fit for habitation and recommended action to ensure public safety.
Based on the audit findings, the authority initiated the necessary administrative and technical procedures to demolish the structure.
Demolition Contract Awarded to Delhi Firm
MMRDA later invited bids for the demolition work and awarded the contract to Total Construction Pvt. Ltd., New Delhi.
The authority said the structure was required to be dismantled manually as part of the demolition process. A crane accident occurred while the work was underway, prompting MMRDA to initiate measures to assist those affected.
Contractor Told to Cover Medical and Property Losses
MMRDA said the treatment of injured individuals remains its immediate priority. The contractor has been instructed to bear the expenses related to medical treatment and injuries.
The agency has also been directed to pay for repairs or provide compensation for hutments and vehicles damaged in the incident.
MMRDA Initiates Action Against Contractor
MMRDA has initiated proceedings against the contractor under the applicable contractual conditions and safety provisions. A Rs 25 lakh penalty has been imposed, with further action possible depending on the findings of the investigation by the concerned authorities.
The authority said it would continue to focus on public safety, extend necessary assistance and compensation to affected persons and establish accountability for any lapses associated with the demolition work.
