Third Mumbai & Palghar Emerge As New Frontiers For Housing Development Beyond Navi Mumbai

Mumbai’s housing growth is increasingly moving beyond the city’s traditional boundaries, with Third Mumbai and the Palghar region emerging as potential new centres for residential development.

As redevelopment gathers pace within Mumbai, limited availability of vacant land is encouraging developers to explore areas beyond Navi Mumbai. The upcoming Third Mumbai, being developed around the Atal Setu and Navi Mumbai International Airport, is expected to attract significant housing activity as infrastructure and connectivity improve.

Vimalendra Singh, Chief Business Officer (Residential Projects) at Mahindra Lifespaces, said the focus of large-scale housing development is gradually moving away from Mumbai city towards emerging locations beyond Navi Mumbai and eventually Palghar.

“The focus of large-scale housing construction is no longer Mumbai. On the contrary, it will gradually shift to the developing third Mumbai outside Mumbai, beyond Navi Mumbai, beyond Atal Setu, and then to Palghar. In fact, the government is also trying to shift this focus in Mumbai elsewhere and expand it. There is not much vacant land left in Mumbai now. Therefore, there is scope for housing construction only on vacant government lands at present. At the same time, efforts are being made to increase Mumbai’s vertical growth through cluster redevelopment on SRA, MHADA and MMRDA lands.”

He said redevelopment of older buildings will remain a major opportunity, with activity already spreading from Mumbai towards Vashi and Navi Mumbai. According to Singh, this redevelopment cycle could continue for at least another two decades.

Third Mumbai is expected to gain momentum as new infrastructure, companies, start-ups, IT hubs and educational institutions emerge around the airport and Atal Setu. Improved connectivity could make the area increasingly accessible to middle-income and entry-level workers seeking relatively affordable homes.

Singh expects Third Mumbai to take shape over the next four to five years, followed by stronger attention towards Palghar.

He added that Third Mumbai could develop faster because of its position within the broader Pune-Mumbai-Navi Mumbai-Alibaug industrial and economic triangle.

Future transport projects and the goal of reducing commuting times to around one hour are also expected to influence the next phase of residential development across the wider Mumbai region.
