The Brihanmumbai Municipal Corporation (BMC) has invited bids to appoint a Project Management Consultancy (PMC) for the third package of its Mithi River rejuvenation and water quality improvement programme. The consultancy contract is estimated at Rs 10.6 crore and is intended to help keep the Rs 1,700 crore project on schedule until 2029.
The appointed consultant will oversee construction activities, coordinate with contractors, manage contractual matters and assist in resolving disputes. A key responsibility will be scrutinising and approving designs submitted by the design-build-operate (DBO) contractor. The PMC is expected to supervise the project on a day-to-day basis and help ensure that construction meets the required standards and timelines.
Package 3 focuses primarily on flood mitigation and improving water quality along the tidal stretch of the Mithi River, between CST Bridge in Kurla and Mahim Causeway. The scope also covers the Vakola River and includes sewage collection infrastructure, pumping facilities and measures to intercept dry-weather sewage flows before they enter the river.
Planned works include 8.343 km of sewer lines, 4.72 km of retaining walls and 6.421 km of service roads. The package will also feature 25 sewage interceptors, gate pumps at 18 locations, a sewage pumping station and dry-weather flow interception at Vakola.
The project additionally includes rehabilitation for more than 2,000 people affected by the works, according to a senior civic official.
The Mithi River originates near Vihar Lake in Powai and flows for 17.8 km before meeting the Arabian Sea at Mahim Causeway. Around 11 km lies between Filter Pada and CST Bridge, while the remaining six km extends towards Mahim.
The PMC contract will run for 64 months and will also cover aspects of operation and maintenance. The consultant will be responsible for ensuring that the project remains durable, maintainable and environmentally sustainable.
A senior civic official said: ‘PMCs are appointed for any large-scale project that has work outside of the ordinary or routine work. PMCs help supervise such projects due to the highly technical nature of the works.’
