State Unveils Plan For Third And Fourth Mumbai To Power Next Growth Wave

Mumbai is preparing for one of its most transformative chapters yet. With the announcement of Third Mumbai and Fourth Mumbai, Maharashtra is not merely easing the strain on its financial capital—it is boldly redefining the urban future of India.

Following the successful expansion to Navi Mumbai—often called the Second Mumbai—the state is now planning two next-generation smart cities to supercharge the Mumbai Metropolitan Region (MMR) into a hub of innovation, infrastructure, and global investment.

Third Mumbai, situated near the upcoming Navi Mumbai International Airport in Raigad district, falls within the Navi Mumbai Airport Influence Notified Area (NAINA) and spans over 323.44 sq km. It will include 124 villages and be linked via key infrastructure such as the Mumbai Trans Harbour Link (Atal Setu) and the Mumbai-Pune Expressway.

Chief Minister Devendra Fadnavis envisions this as “India’s next-gen city”, featuring an Edu-City with ten international universities, a Medicine City, Sports City, Innovation Zones, and a Cyber Security Centre.

Fourth Mumbai, planned near the Vadhavan Port in Palghar district—about 140 km from South Mumbai—will anchor itself around one of India’s largest upcoming ports. With an investment of Rs 76,220 crore, the deep-sea port will be three times the size of JNPT and supported by a new international airport, bullet train connectivity, and coastal roads.

Like its southern counterpart, Fourth Mumbai will also host an Edu-City, Medicine City, and Innovation Hubs—designed as India’s answer to global port cities like Rotterdam or Singapore.

Beyond these mega projects, Maharashtra’s growth blueprint stretches statewide, with EV manufacturing in Chhatrapati Sambhajinagar, steel in Gadchiroli, and rising tech hubs in Nagpur, Nashik and Dhule.

This is not just urban expansion—it’s Maharashtra’s bold march into a smarter, more resilient future.
