BMC Scraps 21 Slum Redevelopment Schemes, Relaunches 26 Projects

September 4, 2025: The Brihanmumbai Municipal Corporation (BMC) is pushing ahead with stalled slum redevelopment schemes, though progress remains mixed. Of the 63 schemes transferred to the civic body, 47 were earmarked for immediate implementation. However, only 21 have received concrete responses from developers, while 26 projects attracted little to no interest.

According to officials, 18 of these schemes saw no bids, while a single developer applied for eight projects. As a result, the BMC will re-tender the 26 schemes. In a departure from earlier practice, developers will now be selected not on the basis of the largest stock of affordable housing offered, but on the highest premium they are willing to pay for the land parcel.

The delay affects a total of 228 redevelopment schemes, responsibility for which has been divided among various planning authorities: 78 with municipal corporations, 24 with MHADA, 57 with MahaPreit, 46 with MSRDC, five with MMRDA, six with CIDCO, 12 with MIDC and one with MahaHousing.

Following BMC’s request, the State Government has granted it housing authority powers to expedite these long-pending projects. The civic body has since issued public notices for 63 schemes, inviting expressions of interest. Developers have responded positively to 21, linking carpet area benefits across projects. Instead of receiving housing stock, BMC will earn revenue in the form of premiums, which, officials say, will help fund its ongoing 2,000-unit housing project for project-affected families.

The municipality has set a threshold: developers must offer at least 25% more than the minimum premium. Financial tenders for the 21 viable schemes have yet to be opened. Only after assessing the financial capacity of applicants will the final list of developers be approved.
