Worli Dairy Redevelopment Cleared For Mumbai’s Next Financial Hub

September 27, 2025: The Maharashtra government has approved the long-awaited redevelopment of the Worli Dairy land, setting the stage for a new financial and commercial hub in south-central Mumbai. The 15.8-acre plot, lying idle for years under the dairy development department, is now set to undergo transformation under the stewardship of the Mumbai Metropolitan Region Development Authority (MMRDA).

On Thursday, the state’s urban development department issued a government resolution (GR) designating MMRDA as the special planning authority (SPA) for the project. Officials confirmed that the decision is expected to generate significant revenue, bolstering the agency’s ability to fund ongoing and upcoming infrastructure initiatives across the Mumbai Metropolitan Region.

According to the GR, the Worli land parcel—survey number 866/5 and adjoining plots—will be transferred to MMRDA free of cost and without encumbrances, under Class I occupancy. The authority will prepare a detailed development plan, invite public suggestions and objections, and subsequently finalise the blueprint.

The redevelopment will mirror MMRDA’s earlier role in shaping Bandra-Kurla Complex (BKC) and Wadala. With BKC’s land reserves nearly exhausted, officials see Worli as a strategic opportunity to replicate that success and open up premium commercial space.

As SPA, MMRDA will oversee land-use planning, grant development permissions, and issue no-objection certificates. The site is expected to feature a mix of commercial, residential, and recreational spaces. “This is a crucial opportunity to unlock high-value land and generate resources for the city’s expanding transport and infrastructure network,” said an MMRDA official.

The project arrives at a time when the authority, facing financial strain, is seeking additional income streams to support big-ticket schemes including Metro corridors, the Mumbai Trans-Harbour Link, flyovers, and arterial roads. Officials confirmed that drafting the development plan will be the first step towards shaping Mumbai’s next commercial hub.
