Maharashtra Proposes DCPR Amendments To Boost MHADA Redevelopment Viability

November 03, 2025: The Maharashtra government has initiated a proposal to amend the Development Control and Promotion Regulations (DCPR) 2034 for Greater Mumbai to enhance the feasibility and financial viability of redevelopment projects under the Maharashtra Housing and Area Development Authority (MHADA).

The proposal follows a request from MHADA, which had written to the state government seeking modifications to certain provisions to make redevelopment projects more practical and sustainable in today’s economic environment. These amendments are expected to address challenges faced by developers and housing societies undertaking old building redevelopments across Mumbai.

According to officials, the move aims to simplify procedural bottlenecks, streamline approvals, and ensure fair benefits for both developers and existing tenants. Redevelopment under MHADA’s purview often involves ageing housing stock, many of which were constructed several decades ago and now require structural rehabilitation or complete reconstruction.

Sources said the proposed changes may include adjustments to Floor Space Index (FSI) norms, premium calculations, and incentive structures to make projects more attractive while maintaining compliance with urban planning guidelines. The government is expected to invite public suggestions and objections before finalising the modifications.

Officials noted that the initiative aligns with the broader goal of urban renewal and affordable housing promotion in Mumbai, where space constraints and ageing infrastructure pose long-standing challenges. The proposed DCPR changes are likely to accelerate redevelopment activity, ensuring safer, more sustainable housing for thousands of residents living in old MHADA layouts.

Once approved, the amendments are expected to significantly improve project viability and spur redevelopment in several key neighbourhoods across the city.
