December 6, 2025: CIDCO has intensified development work and initiated the e-tendering process for the upcoming International Educity at Kundevahal in Panvel — a 100-hectare integrated education district aimed at hosting multiple foreign university campuses in Navi Mumbai. Envisioned under CIDCO’s Centre of Excellence (COE) initiative, the project will combine international-standard education, healthcare, sports, and skilling facilities in one master-planned hub.
CIDCO Vice-Chairman and Managing Director Vijay Singhal called Educity a “ground-breaking initiative” that will give Indian students access to world-class academic ecosystems. “Our focus is on ensuring timely completion. The International Educity will be a landmark initiative featuring a unique cluster of over 10 international universities in one place — one of its kind in the country,” he said.
On June 14, CIDCO and the Government of Maharashtra formalised MoUs and Letters of Intent with five international institutions — the University of York, University of Aberdeen, University of Western Australia, Illinois Institute of Technology, and Istituto Europeo di Design (IED). These agreements clear the path for global universities to set up dedicated campuses within the Educity.
The proposed site spans 100 hectares and sits just 3–4 km from the under-construction Navi Mumbai International Airport, giving it a strategic location advantage. It is also linked to major infrastructure networks, including the Multi-modal Corridor, Samruddhi Highway, Mumbai–Pune Expressway, Aero-City, NAINA growth nodes, and Kharghar Corporate Park.
CIDCO is preparing the land in four parcels for phased allotment, with levelling work already underway. Part-1 and Part-2 — together covering 50 hectares — are being developed alongside the construction of 45-metre and 30-metre approach roads. Once completed, the Educity will have direct 45-metre-wide road access from NH 348 (NH-4B) through JNPT Road.
The project is positioned to become one of India’s largest international education clusters, strengthening Navi Mumbai’s emergence as a global academic and innovation destination.
