The Maharashtra Housing and Area Development Authority (MHADA) has taken a major step forward in the redevelopment of the Guru Tegh Bahadur (GTB) Nagar housing cluster in Sion Koliwada, Mumbai, by signing key agreements required to begin project execution.
All cooperative housing societies involved in the redevelopment have signed a tripartite development agreement with MHADA and the appointed construction and development agency (C&DA). Additionally, a construction-cum-development agreement has been executed between MHADA and the agency, allowing the project to move into its implementation stage.
The redevelopment will cover around 11.2 acres and is expected to benefit nearly 1,200 eligible residents. The site previously consisted of 25 residential buildings that were declared unsafe by the Brihanmumbai Municipal Corporation in 2020. These structures were later demolished, forcing residents to move out of their homes.
The project will be carried out under Development Control Regulation (DCR) 33(9) and will utilise a minimum floor space index (FSI) of 4.5, including fungible FSI. As part of the redevelopment plan, three high-rise residential towers between 39 and 48 storeys will be constructed on the site.
Eligible residents will be allotted self-contained residential units measuring 635 square feet in the new buildings. During the construction period, residents will receive monthly rent compensation of ₹20,000 once the commencement certificate is issued by the relevant authority.
MHADA will also take responsibility for maintaining and managing the completed residential towers for five years after the project is finished.
Notably, the redevelopment will be implemented through a construction-and-development agency model, marking MHADA’s first project on privately owned land using this framework.
The Maharashtra state cabinet had approved the redevelopment under Regulation 33(9) through a construction and development agency in February 2024. Later that month, a government resolution formally designated MHADA as the special planning authority for the project, enabling the redevelopment to proceed under its supervision.
