Maharashtra has taken a significant step towards developing a new urban and economic centre outside Mumbai, with the Mumbai Metropolitan Region Development Authority (MMRDA) appointing Singapore-based Surbana Jurong Infrastructure Pte Ltd to prepare the vision document, master plan and planning framework for the proposed Mumbai 3.0 project.
Also known as the Karnala-Sai-Chirner (KSC) New Town, the project will cover 323.44 sq km across 124 villages in Raigad district, spanning Uran, Panvel and Pen talukas.
New growth centre between Mumbai and Navi Mumbai
Mumbai 3.0 is being planned as a major urban development zone between Mumbai and Navi Mumbai. The proposed city will include residential townships, commercial districts, logistics facilities, employment centres and spaces for economic activities.
The development is also expected to accommodate institutions and businesses in sectors such as education, healthcare, technology, innovation and commerce.
Connectivity to drive development
The project’s location is expected to play an important role in its growth. Mumbai 3.0 will benefit from its proximity to the Mumbai Trans Harbour Link (Atal Setu) and Navi Mumbai International Airport.
Road, rail, metro, airport and logistics connections are expected to strengthen accessibility and support the area’s emergence as a major economic centre within the Mumbai Metropolitan Region.
Land acquisition underway
MMRDA began the land acquisition process for the proposed development in April 2026. Landowners have been offered different compensation mechanisms, including monetary compensation, Floor Space Index (FSI), Transferable Development Rights (TDR) and land pooling.
Under the land pooling model, eligible landowners can receive a share of developed land in exchange for contributing their plots to the project.
Plan to ease pressure on Mumbai
Mumbai 3.0 is being positioned as more than a new township. The project is part of Maharashtra’s broader strategy to expand the Mumbai Metropolitan Region by creating new centres for housing, employment and economic activity.
With Mumbai and Navi Mumbai facing increasing pressure on land and infrastructure, the proposed development could provide an additional growth corridor. Surbana Jurong’s upcoming vision document and master plan will determine the project’s future land use, infrastructure framework and overall development strategy.
