Mumbai’s slum redevelopment programme is set for a major expansion, with the Maharashtra government targeting the construction of 5.09 lakh rehabilitation homes across the Mumbai Metropolitan Region (MMR) by December 2030.
The Slum Rehabilitation Authority (SRA) has prepared an ambitious roadmap aimed at accelerating redevelopment, particularly on large land parcels measuring more than 50 acres. Dharavi is expected to remain a key component of this transformation, with the redevelopment approach focusing not only on housing but also on protecting livelihoods, businesses and employment.
According to officials, the government’s strategy has moved beyond conventional slum clearance. The broader objective is to provide residents with permanent housing while improving access to infrastructure, employment opportunities and civic amenities.
SRA Sets Annual Housing Targets
The SRA has outlined phased construction targets for rehabilitation housing. The authority aims to complete 90,264 homes in 2026, followed by 1,48,219 units in 2027, 2,44,356 in 2028 and 3,61,026 in 2029. Overall, more than five lakh homes are expected to be completed by the end of 2030.
To achieve these targets, the government is identifying large plots across Mumbai where comprehensive redevelopment can be undertaken. A separate strategy is also being considered for chawl redevelopment on land parcels exceeding 50 acres, with improved residential and community facilities planned as part of these projects.
Dharavi Plan Focuses on Livelihoods
Dharavi’s redevelopment is expected to incorporate local industries, workshops and small businesses. Authorities intend to ensure that redevelopment does not disrupt the livelihoods of residents and entrepreneurs operating within the area.
Eligible project-affected families will receive homes free of cost under the rehabilitation framework. Separate provisions are planned for eligible residents with residential and commercial properties, with qualifying families expected to receive homes measuring up to 300 sq ft.
SRA Moves Towards Digital Governance
The SRA is also introducing a three-stage online system covering land records, approvals and project monitoring. The initiative is aimed at improving transparency, simplifying procedures and enabling more efficient tracking of redevelopment projects.
With Mumbai facing continuing housing and infrastructure pressures, the SRA’s long-term programme could significantly reshape the city’s slum and redevelopment landscape by 2030.
