“Going forward, redevelopment in Mumbai will largely follow the cluster model. In fact, as a pilot, we are exploring cluster redevelopment under 33(7), modelled after 33(9). The first seven such clusters are being planned for areas like Dadar, Prabhadevi, and Mahim, and the proposal is being submitted to the government,” said Sanjeev Jaiswal, CEO & Vice President of MHADA, in an interaction with ReMumbai.
The statement marks a significant turning point in Mumbai’s approach to urban renewal, signalling a shift from piecemeal redevelopment to a more integrated, precinct-based strategy. MHADA is adapting Section 33(7)—typically applied to individual cessed buildings—for cluster redevelopment, drawing structural inspiration from Section 33(9), which is used for large-scale revamps in congested zones.
Jaiswal explained that the cluster model addresses longstanding urban issues more effectively by replacing fragmented construction with comprehensive planning. “The shift toward cluster redevelopment aims to address long-standing issues related to piecemeal projects and fragmented infrastructure. By redeveloping entire precincts, authorities hope to create integrated, high-quality living spaces with better amenities and planning outcomes,” he noted.
What’s generating particular buzz is the inclusion of Mumbai’s iconic Fort precinct in this ambitious plan. “Just last week, we met with the Hon’ble Speaker, who suggested that the Fort precinct area also be taken up under a similar cluster redevelopment model. We will soon appoint a Project Management Consultant (PMC) and develop a master plan to implement this vision under a combined approach of 33(7) and 33(9),” Jaiswal added.
As a heritage-rich and densely built-up area, the Fort district presents both unique challenges and immense potential. The cluster model is seen as a promising solution—allowing planners to modernise infrastructure while preserving the character of the area.
If implemented effectively, this model could become a blueprint for rejuvenating other ageing and congested neighbourhoods across Mumbai, setting a new benchmark in coordinated, sustainable urban development.
