June 10, 2025: In a bid to curb persistent encroachment and reclaim misused public space, the Brihanmumbai Municipal Corporation (BMC) has proposed implementing a Pay-and-Park scheme on a section of the cycle track opposite Shanmukhananda Hall on Flank Road, in Matunga’s F/North ward. A copy of the proposal has been reviewed by this reporter.
The proposed parking area covers approximately 331 metres in length and 10 metres in width. Officially under the jurisdiction of the Hydraulic Engineer (HE) department, the land has long suffered from unauthorised shanties and roadside vendors, prompting numerous public complaints.
The maintenance department of the F/North ward has submitted a proposal to allow regulated parking on the site, with the aim of preventing illegal occupation. Although the land belongs to the HE department, revenue generated from the scheme will be channelled into BMC’s general fund, as the civic body will manage the operation.
The site is also of infrastructural importance, housing key water mains — two measuring 1200 mm and one 800 mm in diameter. Therefore, the proposal includes strict guidelines: no permanent structures may be erected, the area must be kept clean, wastewater properly managed, and no flammable materials stored on site.
Any damage to roads, footpaths, or drains must be repaired by the contractor at their own expense. In the event of maintenance work or water pipeline issues, the parking area must be vacated immediately. The BMC reserves the right to revoke permission without notice.
While this initiative could offer a model for managing other misused urban spaces, critics argue that without consistent oversight and proper planning, such projects often fail to deliver sustainable results — as seen with the cycle track itself, now largely unused and encroached upon.
