A newly introduced eligibility clause in tenders issued by the Mumbai Metropolitan Region Development Authority (MMRDA) for Metro station works has sparked opposition from infrastructure contractors, with several firms alleging that the condition restricts competition and unfairly excludes experienced players from participating.
The controversy relates to two tenders collectively valued at nearly Rs 300 crore for station-related works on Mumbai Metro Line 4, the corridor connecting Wadala to Kasarvadavli in Thane.
Under the new condition, companies currently handling two or more similar Metro station projects in Mumbai will not be permitted to bid for additional station contracts under the upcoming phase of Metro Line 4. The move has triggered strong reactions from contractors and industry representatives, who argue that the clause penalises firms with established expertise in Metro construction and execution.
Industry stakeholders have reportedly described the condition as “restrictive”, “arbitrary” and “against fair competition”, raising concerns that it could limit participation by technically qualified firms and reduce competitiveness in the bidding process.
According to sources, the issue was prominently discussed during a pre-bid meeting held on May 4, where representatives from over 10 infrastructure companies voiced objections to the clause. Officials present at the meeting reportedly advised the firms to formally submit their concerns and feedback for consideration.
Contractors have argued that large and experienced firms are often entrusted with multiple infrastructure projects precisely because of their execution capabilities and track record. They believe the restriction could discourage participation from companies with proven expertise in complex urban transport infrastructure.
The MMRDA has not yet publicly clarified whether the clause will remain unchanged or if revisions will be considered following the objections raised during the consultation process.
Metro Line 4 is one of Mumbai’s key transit infrastructure projects aimed at improving north-south connectivity between central Mumbai and Thane. The corridor is expected to play an important role in reducing traffic congestion and improving public transportation capacity in the Mumbai Metropolitan Region.
