In a major step towards technology-driven urban governance, the Brihanmumbai Municipal Corporation (BMC) has launched ‘CivitTwin’, an artificial intelligence (AI)-based building approval system designed to streamline and accelerate the construction permission process in Mumbai.
The platform was inaugurated by Maharashtra Deputy Chief Minister Devendra Fadnavis during the opening of Mumbai Tech Week 2026. Developed on the concept of a “Digital Approval Twin”, CivitTwin is being described by the civic administration as India’s first AI-powered construction and building permission system.
The new system will enable architects, developers and licensed surveyors to upload building plans and supporting documents for virtual pre-scrutiny before formal submission. Using AI, the platform can identify missing documents, regulatory non-compliance, discrepancies, and required no-objection certificates (NOCs), helping applicants rectify issues in advance.
Demonstrating the platform, Municipal Commissioner Ashwini Bhide said the system would automate several manual scrutiny processes and improve proposal quality. The BMC expects the initiative to reduce delays caused by incomplete applications and repeated revisions, which often prolong approval timelines.
The launch of CivitTwin builds on BMC’s ongoing digital transformation efforts, including AutoDCR, GIS integration and the e-TDR platform, reinforcing its commitment to transparent, efficient and data-driven governance.
