Mumbai’s iconic Dadasaheb Phalke Chitranagari (Film City) in Goregaon is set for a major transformation, with the Maharashtra government moving ahead with plans to modernise the 521-acre filmmaking hub and strengthen the state’s film and entertainment ecosystem.
On Wednesday, Dadasaheb Phalke Chitranagari Managing Director Swati Mhase-Patil submitted a draft master plan for the redevelopment of Film City to the state government. Along with the redevelopment blueprint, a draft of the state’s new film policy was also presented for consideration.
At present, Film City houses 16 indoor studios and 40 outdoor shooting locations, serving as one of India’s most prominent production destinations for films, television shows and digital content. The proposed redevelopment aims to upgrade the complex with world-class infrastructure and advanced production facilities to meet the evolving needs of the film, television, OTT and digital content industries.
Maharashtra Culture Minister Ashish Shelar said the master plan has been designed to create a globally competitive production ecosystem by incorporating modern technology and state-of-the-art amenities required by filmmakers. He added that the proposed film policy is focused on providing incentives and institutional support to further strengthen the state’s entertainment sector.
According to Shelar, the draft policy will undergo a detailed review before being discussed with the Chief Minister and Deputy Chief Ministers. Following consultations, it will be placed before the Maharashtra Cabinet for approval.
Highlighting the broader vision behind the initiative, Shelar said the redevelopment of Film City would establish world-class, technology-driven production facilities capable of attracting both domestic and international film projects. He added that the initiative is expected to generate employment opportunities, encourage fresh investments and promote film tourism across Maharashtra.
The proposed revamp comes at a time when India continues to witness rapid growth in digital content production, with increasing demand for modern studio infrastructure and high-end filmmaking facilities. Once implemented, the redevelopment is expected to further strengthen Mumbai’s position as the country’s entertainment capital while enhancing Maharashtra’s competitiveness as a preferred destination for global content creation.
