BMC Steps Up Dust Pollution Enforcement, Warns Mumbai Developers Of Strict Action

BMC Commissioner Ashwini Bhide

Brihanmumbai Municipal Corporation (BMC) Commissioner Ashwini Bhide has cautioned developers and construction contractors against neglecting dust-control requirements, warning that violations at construction sites and nearby roads will invite stricter action.

During a review meeting on October 27, 2026, Bhide instructed civic officials to ensure effective implementation of the BMC’s 28-point air pollution control guidelines. She stressed the need for regular inspections, compliance at project sites and timely action against those violating the prescribed norms.

According to reports by The Times of India, the civic body had issued 270 show-cause notices and 29 stop-work notices to construction sites by October 22 for failing to follow pollution mitigation rules. N-ward, which includes Ghatkopar and Vidyavihar, accounted for 105 show-cause notices. T-ward, covering Mulund and Nahur, received 52, while R-South ward, which includes Kandivli and Charkop, recorded 42.

Under the BMC’s guidelines, developers must prevent dust from escaping construction premises. Mandatory measures include covering site boundaries with green cloth, jute sheets or tarpaulin, enclosing structures during demolition, and using water sprinklers or fogging equipment to suppress airborne dust. Construction materials and debris must also be managed and transported without creating excessive pollution.

Road cleaning is another key requirement, with the distance determined by project size. Sites measuring up to 4,000 square metres must maintain roads for up to 100 metres on either side. Projects between 4,000 and 10,000 square metres must cover up to 200 metres, while larger developments are required to clean stretches extending up to 500 metres on both sides.

Bhide also directed officials to ensure air-quality monitoring stations, sensors and related equipment remain functional and deliver accurate readings. Action will be taken against systems that are switched off or provide incorrect data.

The BMC is also promoting coordinated inspections, mechanised road cleaning and focused cleanliness drives. Sustained monitoring and compliance by developers will be crucial as Mumbai intensifies efforts to curb construction-related dust and improve urban air quality.
