Anil Parab has alleged serious irregularities in the tendering process for infrastructure projects worth nearly Rs 1,400 crore under Phase-1 of the Dighi Port Industrial Area project in Raigad.
In a letter addressed to Devendra Fadnavis, Parab sought an independent inquiry into the matter by an officer holding the rank of Additional Chief Secretary. The Shiv Sena leader claimed that the tender process conducted by Maharashtra Industrial Township Limited (MITL) lacked transparency and involved alleged violations of eligibility norms.
According to Parab, the EPC tender for Package-A was awarded to Ramky Infrastructure Limited after the company emerged as the lowest bidder by quoting rates nearly 12 per cent below the estimated project value. However, he alleged that the company did not meet the prescribed qualification criteria outlined in the tender conditions.
Parab claimed that the bidder submitted incomplete and misleading documents to establish eligibility. He further alleged that the company relied on project experience dating back to 2010-11, despite the tender conditions specifying that only projects completed within the previous ten years would qualify.
The MLC also questioned the validity of certain completion certificates submitted by the company, alleging that some documents were self-certified by subsidiaries or affiliated entities linked to the bidder.
In addition, Parab stated that Ramky Infrastructure Limited had reportedly failed to qualify for a similar tender floated by Bihar Integrated Manufacturing City Gaya Limited under comparable eligibility norms.
He further alleged that objections raised by competing bidders were ignored by senior officials, including MITL Chairman and Industries Department Principal Secretary Dr P Anbalagan and Managing Director P D Malikner.
Seeking greater transparency, Parab demanded that all eligibility-related documents submitted by the bidder be made public and requested that the state government complete the proposed inquiry within 15 days.
