Maharashtra Considers Fresh Tender For New Bombay High Court Complex As Project Undergoes Review

The proposed new Bombay High Court complex in Mumbai may see a fresh round of bidding, with the Maharashtra government reportedly considering scrapping the existing tender and launching a new procurement process for the landmark judicial infrastructure project. The move is aimed at improving project execution and resolving issues that have contributed to delays.

Planned as a state-of-the-art judicial campus, the new complex is expected to address the growing space and infrastructure requirements of the justice delivery system. With an estimated investment of around Rs 4,217 crore, the development is poised to become one of the largest court infrastructure projects in India.

Despite land having been earmarked for the project, construction has yet to begin. Progress has been affected by multiple hurdles, including pending approvals for the final design, administrative procedures and implementation-related challenges. As a result, the project timeline has been pushed back over the past several months.

Judicial authorities had earlier emphasised the importance of expediting the transfer of the remaining land needed for the development to ensure that the project could move forward without further setbacks. Once completed, the new campus is expected to bring together various judicial functions while providing upgraded facilities for judges, advocates, litigants and court personnel.

Government officials are currently reviewing the tendering framework to ensure it aligns with the project’s scale, complexity and technical requirements. A revised tender process could incorporate updated specifications and modified project parameters before construction begins.

The proposed High Court complex is part of broader efforts to modernise Mumbai’s judicial infrastructure amid rising case volumes and increasing pressure on existing facilities. Plans for the campus include technologically advanced courtrooms, administrative offices, parking facilities and supporting civic infrastructure designed to improve efficiency and accessibility.

Infrastructure specialists note that large-scale public projects often undergo multiple stages of design evaluation, planning and procurement before execution. While such reviews can extend timelines, they also help reduce implementation risks during construction.

Once the tender review and approval process is completed, the project is expected to move into the execution phase, marking a major step forward in strengthening Mumbai’s legal and judicial infrastructure for the future.
